Small and micro businesses, nonprofits and community development agencies should educate themselves on the process of commenting on new regulations.  Recently, small businesses and nonprofits, including the National Institute for Urban Entrepreneurship participated in an SBA Office of Advocacy Regulatory Flexibility Training, which was quite informative on the regulatory commenting procedures. NIUE Capital Tip Week

Small businesses are the base of a community’s economic vitality. From the entrepreneurial energies of small businesses come the countless goods and services that make our economy work. Depending upon the precise definition, some 70% of businesses in the United States are small businesses, and virtually all businesses start small. Yet, small businesses face serious challenges compared to large, established firms. To help encourage the growth of small businesses and foster the social and economic benefits that they bring, Montgomery County, MD has created the Local Small Business Reserve Program (LSBRP or Program). 

Starting January 1, 2006, all Montgomery County Departments are required to set aside (with specified exceptions*), a minimum of 10% of their annual procurement dollars for qualified local small businesses. To meet this goal, each Department will designate specific work exclusively for this Program. While the LSBRP will reserve certain contracts for small businesses alone, local small businesses are encouraged to submit offers on all County procurement opportunities for which they are qualified.

NIUE Academic Public Interest Tip

The IJ Clinic on Entrepreneurship located at the University of Chicago Law School grew from little more than an abstract idea of two enterprising U. of Chicago law students returning from a public interest law conference to what it is today—a fully operational public interest law office serving entry-level entrepreneurs.

The IJ Clinic was the first transactional legal Clinic in the
United States dedicated to helping entrepreneurs of modest means form private sector businesses and navigate through regulatory red tape, funded solely with private donations. New Vacancy on the D.C. Court of Appeals

The District of Columbia Judicial Nomination Commission has announced a vacancy on the D.C. Court of Appeals arising from the anticipated retirement of Associate Judge Frank E. Schwelb, effective June 24, 2006. Responses from those wishing to be considered for the vacancy must be received no later than Thursday, March 9, 2006.

To qualify for the position, applicants must be: United States citizens; active members of the District of Columbia Bar (Unified); District of Columbia residents; and for the five-year period immediately preceding the application must have been either actively practicing law in the District of Columbia, on the faculty of a law school in the District of Columbia, or working as an attorney for the United States or District of Columbia Government. Exact eligibility requirements may be found in D.C. Code § 1-204.33(b) (West 2001).

New applicants must submit judicial questionnaires to the Commission. Questionnaires may be obtained by calling or visiting the Commission’s office. Candidates who already have such questionnaires on file should write to the Commission to declare their interest in the position. All correspondence should be addressed to the Honorable Emmet G. The director will be instrumental in launching new programming, maintaining the momentum of existing programming, and integrating the Center for Responsible Leadership into the College as a whole. The director will provide the vision, leadership, coordination and evaluation for all of the programs sponsored by the Center.

The Center director position is a 12-month administrative position.

Qualifications: Graduate work in leadership, management or a traditional liberal arts field; Ph.D. is preferred; demonstrated commitment to liberal arts education; knowledge of and practical application of leadership theory and practice; demonstrated administrative experience; experience in teaching leadership courses or seminars preferred; excellent written and verbal communication and interpersonal skills; demonstrated organizational skills and the ability to handle multiple tasks simultaneously; team-oriented with a strong work ethic; high levels of resourcefulness, critical thinking, and creative problem-solving skills; demonstrated ability to be versatile and flexible in an dynamic environment.
